Check labels in smerge-mode

* lisp/vc/diff.el (diff-check-labels): Separated out into its own
function (bug#18850)...
(diff-no-select): ... from here.

* lisp/vc/smerge-mode.el (smerge-diff): Use diff-check-labels.
